Engine braking not working correctly

My engine braking is not working properly. Let off the gas it works great but then it free wheels for about 3 or so seconds then grabs again. It is a new belt and clutches are clean one thin shim in secondary but belt does squeal but only when first starting bike and belt is cold, ok after 1 min of driving. I realize that that belt is not getting grabbed by the clutches properly so will take it apart when I get home. Any other thoughts on this?.
 
Here is an update on the bike. Came home from camp today(Saturday) exact same root as the trip to camp on Thursday. Bike worked perfect no clutch problems at all engine braking was as it should be. WHY. The only difference in the two trips was the temperature outside. On the way to camp it was around 87 degrees hot by my standards, on the way home today it was 51 degrees a lot cooler. Any chance the heat could be causing the issue? Nothing else changed let me know your thoughts thanks.

The heat outside is somewhat your problem. Find a hill and try the engine braking with the A/C on and try it again with it off. See what happens. The A/C can make the engine brake act weird.
